Private Well Grant
2026–2027 Grant Priority: PFAS Testing
For the current grant year, Jackson County is prioritizing PFAS (per- and polyfluoroalkyl substances) testing through the Private Well Grant Program.
PFAS testing is not automatically available upon request. Each private well must be reviewed and approved by the Iowa Department of Natural Resources (DNR) on a case-by-case basis using established eligibility criteria. Not all wells will qualify for testing.
Property owners interested in PFAS testing may complete the Private Well Water Test Application found on this page. Jackson County will review the request and coordinate with the Iowa DNR. If the well is approved, the property owner will be contacted to schedule sample collection.
Please note: Requesting PFAS testing does not guarantee approval or testing. All PFAS testing requests are subject to DNR approval and available grant funding.
Routine Water Testing (Limited Availability)
Routine testing for E. coli, Total Coliform bacteria, and Nitrate will continue to be offered through the Private Well Grant Program for public health situations where testing is recommended, including:
- Following construction of a new private well.
- After well repairs or maintenance.
- Following flooding or other events that may affect water quality.
- When there is a noticeable change in the taste, odor, or appearance of the water.
- If a household includes a newborn infant, pregnant woman, or individuals with weakened immune systems.
- When recommended by the Environmental Health Department based on site conditions or a potential public health concern.
Other Routine & Real Estate Water Sampling
Other routine or periodic water testing, or testing associatesd with a real estate transaction or property transfer that is not associated with one of the situations listed above may be completed through the Jackson County Environmental Health Department for a $40 sampling fee, OR homeowners may choose to use a certified laboratory of their choice.
Residents may obtain sampling bottles directly from the following certified laboratories:
- ChemRight Laboratories – Maquoketa
- State Hygienic Laboratory at the University of Iowa

Paper Application Option (Accommodation)
For residents who cannot complete the GeoPermits online application, a paper form is available in our office upon request. Please note:

Online applications remain the preferred and fastest method

Paper forms must be completed by the owner of the well

Paper applications are processed once per week

Test results must be picked up at the Environmental Health office on the second Friday following your test collection date

Results will not be mailed
